I find it interesting that the number 23 can be associated witha Billion Dollars...How? you ask...well, I discovereded that Benjamin Harrison, the 23rd President of the United States was also the first President to sign an appropriations bill for a Billion Dollars. Take in mind this was in the 1890's. Did you know? Electric lights were installed in the White House during his term. His wife never turned them on because she was frightened of the switches. He also signed the Sherman Anti-Trust Act to protect us from monopolies... Still a very key piece of legislation today.
